Negative Interest Rates Have Really Existed

It may be hard to imagine, but negative interest rates have truly existed. Europe and Japan have long implemented negative interest rate policies, meaning that depositing money in a bank not only earns no interest but may even require paying a fee to the bank. While this policy seems counterintuitive in traditional financial thinking, its core purpose is not to punish savers but to stimulate economic activity through monetary tools.

The essence of negative interest rates is to encourage people to spend and invest rather than leave their money “idle” in banks. Central banks adjust the benchmark interest rate, pushing deposit rates below zero, forcing businesses and individuals to seek higher returns, such as investing in the stock market, bonds, or real economy projects. For economists, negative interest rates are an unconventional monetary policy tool, primarily used to combat stagnant economic growth, low inflation, or liquidity traps.

In practice, negative interest rate policies are not strictly applied to everyone. They usually target commercial banks’ excess reserves at the central bank, while ordinary depositors are less directly affected. However, the psychological impact of such a policy is significant: it changes saving habits and channels funds into investment and consumption, thereby stimulating overall economic growth. Japan has maintained negative interest rates since 2016, and the European Central Bank launched similar measures starting in 2014, attracting widespread attention in global financial markets.

Moreover, negative interest rates have had profound effects on the stock market and real estate. Money no longer remains in bank accounts but seeks higher-return investment channels, increasing activity in equities and certain property markets. However, negative rates are also controversial, as they can affect pension systems, insurance profitability, and savers’ long-term behavior, requiring careful consideration by policymakers.

In summary, negative interest rate policies have truly existed and played a significant role in Europe and Japan’s economic systems. They demonstrate central banks’ ability to use innovative monetary tools in extraordinary times, aiming to stimulate consumption and investment by reducing the cost of holding cash. Understanding the essence of negative interest rates helps investors and the public better adapt to the financial environment and plan savings and investment strategies rationally, rather than focusing solely on the seemingly bizarre idea of “paying the bank to save money.”
